Progress Monitoring Committee releases final report on last day of August

The Progress Monitoring Committee published its third and final annual report on the recommendations for the final report of the Mass Casualty Commission on Aug. 31, 2026.
The recommendations pertained to community safety and well-being, emergency management readiness, gender-based violence response and prevention, policing reform and access to firearms. The Progress Monitoring Committee reported on the progress of implementing these recommendations between Sept. 1, 2025, and Aug. 31, 2026.
The committee received 16 presentations and quarterly updates from the provincial and federal governments and the RCMP to round out the final year of a three-year mandate.
The committee consists of representatives from victims’ families, the governments of Nova Scotia and Canada, the RCMP, municipal governments, policing associations, gender-based violence advocacy and support sectors, Indigenous community organizations and African Canadian community organizations.
Altogether, the Progress Monitoring Committee assessed and reported progress on 90 recommendations.
“The committee was pleased to see meaningful progress in a number of areas connected to emergency response and public safety; however, there is still much more work to do, notably on those recommendations that are more complex and interconnected or that require long-term societal response,” said Myra Freeman, Chair of the Progress Monitoring Committee. “As our mandate concludes, I hope one lasting legacy of the committee will be recognition that independent oversight plays a vital role in maintaining momentum, ensuring transparency and holding governments and agencies accountable following a public inquiry.”
The Progress Monitoring Committee was established in 2023 by the provincial and federal governments to provide a way to monitor, report and create mutual accountability and the exchange of knowledge as both levels of government respond to Turning the Tide Together: the Final Report of the Mass Casualty Commission.
