Archie Billard paroled despite “unmanageable” risk

The man who killed Theresa McEvoy during a joyride in a stolen car has been released from prison.

The Herald reports the National Parole Board released Archie Billard Wednesday on the condition that he never drive again.

Billard was sentenced as an adult for causing McEvoy’s death in 2004, and released in June 2009.

He was arrested four months later in Ontario for driving without a license and returned to prison.

Billard says it was a stupid decision, but has pleaded not guilty to formal charges.

His case management team called his risk “unmanageable” and recommended that he stay in prison.

The board voted to release him anyway.
