A Bedford man has been charged with causing an animal to be in distress.

Nova Scotia SPCA enforcement officers were called after reports a 55-year-old man was refusing to have their animal receive medical treatment.

Responding officers found the dog emaciated, dehydrated and unable to bear weight on its back end.

Officers seized the dog under the Animal Protection Act of Nova Scotia.

Xiong Zhou will appear in Halifax Provincial Court in November.
