Council considering report on Windsor Street Exchange redesign

More traffic snarls could be on the way for Halifax following a summer filled with construction work and traffic delays fed by the Cogswell District Project entering its latest phase.
Today, Regional Council will review a staff report that offers a redesign from the original Windsor Street Exchange redevelopment concept.
Municipal staff has put forth several ideas, objectives and goals for the project — based largely on a need to accommodate a growing population and a big jump in expected vehicular traffic through the exchange over the coming years.
The scope of this work has expanded and staff is now recommending work to roads feeding into the exchange, including Joseph Howe Drive and other roadways.
The report said construction could get started as soon as next year and time is of the essence, as funding from Ottawa’s National Trade Corridor Fund is time sensitive.
That funding was promised in 2019 based on the work being completed by the end of this year but staff says Transport Canada has agreed in principle to extending that timeline to 2027.
Staff is recommending council move forward with this redesign today.
