City Auditor General says he can investigate anyone

HRM’s Auditor General says his report into the so-called concert cash scandal will take at least another month to six weeks to complete, but Larry Munroe assures News 95.7’s Rick Howe Show, the investigation is well underway.

Munroe says his office has the power to subpoena anyone thought to be involved or have knowledge of the situation and they can be made to testify under oath.  So far, Munroe says he hasn’t had to resort to subpoenas.

“Within the Charter we can cause people to give their thoughts to us and their comments under oath.  So we’re investigating whether we should invoke some of those sections,” says Munroe. “At this point in time, everyone that we’ve spoken with has been completely cooperative. We’ve not found that anyone is holding anything back. We’ll look at that further if we feel it’s appropriate.”

He does confirm no one is beyond the scope of investigation.

“I think it’s fair to say that you can well imagine who is on our list of people that we’d love to have some thoughts with,” he says. “And we have some questions that we’d like to have answered.”

Munroe added he is independent of the city’s administration and from city council.  In fact, the Auditor General represents the constituents of HRM in an impartial, unbiased manner.  Munroe says he’ll present the facts he finds, adding laying any blame is up to others.
