Nova Scotia UARB slams province’s largest school bus operator over violations

By Mark Hodgins

The Nova Scotia Utility and Review Board is slamming Stock Transportation over a number of violations, including running an unlicensed charter service.

The UARB also says Stock obstructed investigators, hid information and required drivers to work beyond the regulated number of hours.

Stock is Nova Scotia's largest school bus operator, serving the Halifax and Annapolis County regional boards, as well as C-SAP. That is expected to continue for now, as the UARB has not decided to shut down that license.

The 180-page ruling, released by the board on Tuesday, found Stock violated eight laws. Another seven violations were allegedly found later. Global News reported those violations included getting drivers to falsify logs.

The ruling said two non-union drivers were fired for refusing to work more than their allowed number of hours. Other drivers were told to do their job, or risk losing it.

Most of the criticism from the UARB was focused on Stock's regional manager, Troy Phinney.

The board says Phinney lacked credibility in his testimony, often telling the UARB he did not know about or did not understand numerous acts and regulations.

Another hearing is expected to take place for Stock to answer to these accusations. It's not clear when that will happen.
