Cow Bay man not allowed to prevent home from flooding

A Cow Bay man is ripping out all his carpets, tearing out his insulation and is hoping all his appliances still work.
Vernon Baker’s home was filled with several inches of storm surge, and left his well full of seawater.
“Oh I’d say before that well is usable again it’ll be a month, month and a half,” says Baker.
Baker, who’s property is surrounded on three sides by water, says the weekend flooding was worse than in Hurricane Juan.
He wants to build a rock seawall to prevent another flood.
“We’ve been trying to have something built, even in my yard here, but i’m not allowed.”
He says environmental rules mean he can’t build a levy nor can he reclaim the 40 feet of property he’s lost.
Councillor for the area Jackie Barkhouse says something needs to be done.
“There has been an increase whenever there is a storm in the sea surge.”
Barkhouse is spending the day meeting with residents who’ve been flooded out.
