The Nova Scotia Police Review Board says Stellarton’s former police chief engaged in discreditable conduct.
The finding mirrors the conclusion of an interim report issued by the board in January.
At that time, the board ruled that Ambrose Heighton was the author of an unsigned letter that alleged RCMP officers in Pictou had taken part in sex parties and used their weapons improperly.
Heighton denied sending the letter to Nova Scotia’s Justice Department.
