Public hearing to be held on approved garbage changes

Council voted unanimously to approve an amended bylaw changing the amount of trash bags residents can put at the curb.

Halgonians will now be allowed four bags of garbage, a reduction from the current limit of six, Councillor Waye Mason said that may not work for everyone.

“If you have, let’s say, the Brady Bunch living together in a house and they’re generating more than four bags of trash on a regular basis, is there a way to accommodate them through an exemption,” asked Mason.

Of the four allowed bags, three of them must be clear and one can be dark.

Originally, the plan was four clear bags, with a smaller opaque one — like a grocery bag — nested in each larger bag, but deputy mayor Darren Fisher pointed out a loophole in that plan.

“You could take a black bag, fill it full of all your garbage, then put a clear bag right over it and you are fulfilling every rule of the bylaw,” said Fisher.

A public hearing will be held to gauge opinions on the changes in November, leading Councillor Reg Rankin to wonder why council would make a decision before consulting residents.
