Mark Peck, CEO of the Joint Regional Transportation Agency, answers the question: Can Nova Scotia’s busiest roads handle a booming population? Stephen Wilsack, a volunteer at the encampment across from Halifax City Hall, says there are now donations of about 20 ice-fishing tents on the Grand Parade as the general public are coming up with temporary measures to help people still living in tents as winter arrives.
