Report shows council breaking rules on surplus school sales

Halifax Regional Council has been breaking its own rules for more than a decade and some councilors say they had no idea they were doing it.
The Chronicle Herald says a city staff report that came out Friday shows council has been making non-profits compete directly with developers wanting to take over old school buildings for the past 12 years.
The report explains council’s written rules state non-profits are supposed to get the first chance to submit proposals for surplus school buildings to be evaluated first.
If no one comes forward, or the proposals are rejected then council can put the property on the market, but the paper says council has been accepting and evaluating non-profit and for-profit proposals at the same time.
Council will discuss the report when it meets Tuesday.
