Feds announces $28M toward Windsor Street Exchange project

A big infrastructure project in Halifax is getting a boost from the highest level of government.
The federal government announced a $28 million investment into the Windsor Street Exchange Redevelopment project on Tuesday as part of Ottawa’s new Build Communities Strong Fund.
That money is expected to support Halifax Water’s work to increase capacity in the wastewater collection system in the area, specifically replacing the existing combined sewer on Kempt Road with larger pipes.
“This funding strengthens essential wastewater infrastructure on the Halifax Peninsula, helping us manage growth and intensification in this area while maintaining reliable service,” said Halifax Water GM and CEO Kenda MacKenzie. “It also helps reduce cost pressures in delivering infrastructure projects.”
Mayor Andy Fillmore responded to the funding announcement, saying the exchange redevelopment is about ensuring systems can support more people, housing and economic activity.
“The Windsor Street Exchange is one of the most important city-building projects in our region,” said Fillmore. “With work already underway on the transportation portion of this project, today’s investment in wastewater infrastructure unlocks the capacity to build more housing and support our growing region.”
Last week, regional council voted to move forward with Phase 2 of the redevelopment, which will see more construction getting underway. The latest overall cost estimate for the project, according to municipal staff, is around $180 million.
